Q9

With reference to the ECCE provisions of NEP 2020, consider the following statements: 1. The curricular framework proposed for ECCE is to be developed by NCERT in two sub-frameworks, for ages 0–3 and 3–8. 2. ECCE is to be delivered through four institutional formats, including Anganwadis co-located with primary schools. 3. The planning and implementation of the ECCE curriculum rests solely with the Ministry of Education. Which of the statements given above are correct?

  1. (a) 1, 2 and 3
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1 and 2 only
Answer (d).

Statements 1 and 2 are both from the policy text: NCERT is to develop the framework in two sub-frameworks, and delivery runs through four formats — stand-alone Anganwadis, Anganwadis co-located with primary schools, pre-primary sections at primary schools, and stand-alone pre-schools. Statement 3 is wrong and is the designed trap: Para 1.9 gives MHRD (now the Ministry of Education) the responsibility for ECCE curriculum and pedagogy, but the planning and implementation of the ECCE curriculum is carried out jointly by four ministries — HRD (Education), Women and Child Development, Health and Family Welfare, and Tribal Affairs — with a special joint task force. Anganwadis sit under Women and Child Development, so a single-ministry answer cannot be right on the policy's own delivery design.

Q30

With reference to higher-education reforms under NEP 2020, consider the following statements: 1. The Academic Bank of Credits was launched in July 2021, with UGC regulations notified the same day. 2. The M.Phil. has been discontinued under the UGC Ph.D. Regulations, 2022. 3. At least one Multidisciplinary Education and Research University has been established in every State. Which of the statements given above are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Answer (a).

Statements 1 and 2 are among the few NEP proposals that genuinely became instruments. The Academic Bank of Credits was launched on 29 July 2021, the policy's first anniversary, with UGC regulations notified the same date; and Regulation 14 of the UGC Ph.D. Regulations, 2022 states that institutions shall not offer the M.Phil., reinforced by a UGC notice of 26 December 2023. Statement 3 is the planted error ★: the MERU has NOT been rolled out as a government scheme. There is no official MERU designation, and the label has been adopted voluntarily by a handful of institutions as their own branding. This Part is built to test whether you can tell enacted from unrealised within a single list, rather than remembering vaguely that "higher-education reform happened".

Q45

Consider the following statements: 1. The Central Advisory Board of Education is the oldest advisory body on education in India and is not a statutory body. 2. The National Commission for Protection of Child Rights is a statutory body created under the Commissions for Protection of Child Rights Act, 2005. 3. Under Section 31 of the Right to Education Act, 2009, monitoring of the child's right to education is entrusted to the NCPCR and the State Commissions. Which of the statements given above are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Answer (d).

All three are correct. CABE advises the Centre and the States on educational policy and has never been statutory; a CABE committee under N. Janardhana Reddy produced the January 1992 review that led to NPE (modified) 1992, and CABE also approved NCF 2005. The NCPCR is statutory under the CPCR Act, 2005, with the Commission constituted in March 2007, and it sits under the Ministry of Women and Child Development. Section 31 of the RTE Act entrusts monitoring of the right to education to the NCPCR and the State Commissions, which examine safeguards, inquire into complaints and recommend action. The distinction to hold is that advising is not the same as deciding — CABE advises, the Commission has statutory functions.
