| Rule 7(1) |
Leave cannot be claimed as a matter of right. |
| Rule 7(2) |
The leave-sanctioning authority may refuse or revoke leave of any kind, but cannot alter the kind of leave due and applied for. |
| Rule 15 |
A leave account is maintained for every Government servant in the prescribed form. |
| Rule 22 |
Leave may be combined with holidays (including Sundays and gazetted holidays) — prefixing and suffixing is permitted. |
| Rule 11 |
Combination of leave — different kinds of leave may be combined, except that Casual Leave cannot be combined with any regular leave. |
| Rule 12 |
No Government servant shall be granted leave of any kind for a continuous period exceeding 5 years. |
| Rule 38 |
Leave Preparatory to Retirement (LPR) — EL due (max 300 days) together with HPL due; EOL excluded. |
| Rule 17 |
Leave shall not be granted to a Government servant whom a competent punishing authority has decided to dismiss, remove or compulsorily retire from Government service. Nothing in these Rules makes leave to a Government servant under suspension turn on the recommendation of the Disciplinary Authority — leave is simply not granted during suspension (FR 55), and Rule 39(3) allows the cash equivalent of leave to be withheld where he retires while under suspension or with proceedings pending. |
| Rule 25 |
Overstayal of leave — (a) the period is debited to HPL to the extent available, the balance treated as EOL; (b) the entire period of overstay does not count for increment unless commuted as EOL; (c) no leave salary for the period of overstay. |
| — |
Leave at credit lapses on dismissal or removal. On resignation it does NOT simply lapse — see the encashment rules in 5.14. On technical resignation (Rule 9(2)) leave does not lapse at all and is carried forward. |

If the employee intends to go abroad during leave, prior approval of the competent authority is required. Permission may be refused in the interest of security or where an inquiry is pending. |
| Rule 40 |
Leave salary provisions. |
