⚠️ Mission Buniyaad vs NIPUN Bharat — a confusion worth clearing
NIPUN Bharat did NOT replace Mission Buniyaad. They are different programmes at different levels of government, and they ran side by side for four years.
| Mission Buniyaad | NIPUN Bharat | |
|---|---|---|
| Level | STATE — Government of NCT of Delhi | NATIONAL — Government of India |
| Launched | February 2018 | 5 July 2021 |
| Under | Directorate of Education, Delhi | Samagra Shiksha, Ministry of Education |
| Covers | Delhi DoE and MCD schools | All States and UTs |
| Classes | 3 to 9 (later: Classes 3–5 in civic schools, 6–8 in government schools) | Up to Grade 3 (foundational stage) |
| Nature | A remedial programme — children assessed and grouped by reading level, not by grade | A mission for universal FLN |
| Why it began | Delhi's poor showing in the National Achievement Survey | NEP 2020's foundational-learning priority |
| Target | Bridge existing learning gaps | Universal FLN by the end of Grade 3, by 2026-27 |
| Status | Discontinued, March 2025 | Continues — Delhi implements it through SCERT Delhi |
The proof they coexisted: in April 2022 the East Delhi Municipal Corporation resolved to implement both Mission Buniyaad and NIPUN Bharat in all its schools. Academic literature describes them as complementary — NIPUN Bharat the national initiative, Mission Buniyaad the state-level one.
So what is the position now? With Mission Buniyaad gone, NIPUN Bharat is the FLN programme operating in Delhi — but by continuation, not by replacement. It was already running.
Delhi's own NIPUN work, through SCERT Delhi: - NIPUN Guidelines and the NIPUN Pledge translated into Urdu and Punjabi - A five-year perspective State plan and annual district implementation plans - The ECCE Kit — Khel Pitara and a Literacy Kit — with a Teachers' Manual - Bilingual, activity-based integrated FLN workbooks for Grades I–V - VIDYARAMBH — Delhi's adaptation of the national Vidya Pravesh three-month school-preparation module, with efficacy studied through pre- and post-tests
In an exam: if asked what replaced Mission Buniyaad, the accurate answer is that it was discontinued in March 2025 without a named Delhi replacement, and that foundational learning in Delhi now runs under the Central NIPUN Bharat mission, implemented by SCERT Delhi. Do not say NIPUN Bharat "replaced" it.
Announced: 28 March 2025, by Education Minister Ashish Sood Formally launched: 18 September 2025, by Chief Minister Rekha Gupta, at "Namo Vidya Utsav" held during the Seva Pakhwada Developed by: SCERT, Delhi
The Government's stated rationale: the Minister said the earlier schemes focused on "advertisements and gaining political mileage rather than helping students". The Chief Minister said the three new programmes aim at removing the distinction between government and private schools — "Rashtraneeti will help create responsible and civilised citizens, while NEEEV will focus on preparing students to become job creators."
