What It Is, In One Sentence
The Delhi School Education Act, 1973 is the law that governs every school in Delhi — how a school gets recognised, who manages it, what it may charge, how it treats its teachers, and when the Government may step in and take it over.
What the Directorate of Education itself says the Act covers: regulation of education, establishment, management, recognition, upgradation, terms and conditions of service of employees, admission to schools and fees, taking over the management of a school, opening of new schools or classes and closure of existing ones, Code of Conduct for teachers and other employees, school fund, duties and responsibilities of School Managing Committees, and inspection of schools.
The two documents together are called "DSEAR, 1973" — the Delhi School Education Act and Rules, 1973. The Act lays down the principles; the Rules say how to do it.
