TOPIC 1 — PAY AND PAY FIXATION
1.1 The one idea behind it all
Your pay is protected. It is never reduced — except as a punishment, or because you yourself asked for a lower post.
Everything else is only working out how much you get when you move.
1.2 The Pay Matrix — where your pay lives
The 7th CPC abolished Pay Bands and Grade Pay. In their place is one table, the Pay Matrix.
- Down the side — 18 Levels. These are the ranks of posts.
- Across — Cells. These are your yearly increments. Each cell is 3% more than the one before, rounded up to the next ₹100.
Your pay is always one cell in this table — never a random figure.
The old-to-new conversion
| Old Pay Band | Old Grade Pay | New Level | Starting pay | Group |
|---|---|---|---|---|
| PB-1 5200–20200 | 1800 | Level 1 | ₹18,000 | Group C |
| PB-1 | 1900 | Level 2 | ₹19,900 | Group C |
| PB-1 | 2400 | Level 4 | ₹25,500 | Group C |
| PB-1 | 2800 | Level 5 | ₹29,200 | Group C |
| PB-2 9300–34800 | 4200 | Level 6 | ₹35,400 | Group B |
| PB-2 | 4600 | Level 7 | ₹44,900 | Group B |
| PB-2 | 4800 | Level 8 | ₹47,600 | Group B |
| PB-2 | 5400 | Level 9 | ₹53,100 | Group B |
| PB-3 15600–39100 | 5400 | Level 10 | ₹56,100 | Group A |
| PB-3 | 6600 | Level 11 | ₹67,700 | Group A |
| PB-3 | 7600 | Level 12 | ₹78,800 | Group A |
| PB-4 | 8700 | Level 13 | ₹1,23,100 | Group A |
| PB-4 | 10000 | Level 14 | ₹1,44,200 | Group A |
| — | — | Level 17 | ₹2,25,000 (fixed) | Secretary |
| — | — | Level 18 | ₹2,50,000 (fixed) | Cabinet Secretary |
Two figures always asked: lowest ₹18,000, highest ₹2,50,000. The erstwhile Group 'D' was abolished by the 6th CPC — those posts came into Level 1.
1.3 The 2016 changeover — how everyone was moved into the Matrix
(Historical now, but still examined.)
The method, in four steps: 1. Take existing basic pay = pay in pay band + grade pay, as on 1.1.2016. 2. Multiply by the fitment factor 2.57. 3. Round off to the nearest rupee. 4. Find that figure in the Level matching your old grade pay. If it matches a cell exactly, that is your pay. If it falls between cells, take the next higher cell.
The option employees had: An employee appointed before 1.1.2016 could stay on the old structure until he — got his next increment, got any later increment, vacated the post, or ceased to draw pay on the old scale. - The option had to be given in the prescribed form to the Head of Office within three months. - No option received → deemed to have opted for the revised structure from 1.1.2016.
Five special cases: | Situation | How the 3 months is counted | |---|---| | Employee abroad on leave, deputation or foreign service | From the date he takes charge of his post in India | | Employee under suspension on 1.1.2016 | From the date of reinstatement | | Person who left service on or after 1.1.2016 by discharge, dismissal or resignation | Still entitled to the revised structure and to give an option | | Employee who died before exercising the option | Deemed to have opted from 1.1.2016 or any later date most beneficial to his dependents | | Employee on Earned Leave on 1.1.2016 | Gets the benefit of the revised structure for leave salary |
1.4 Fixation on PROMOTION — the two-step method
This is the rule you will actually use.
Step 1. Give one increment in the Level you are being promoted FROM — move one cell to the right where you are now. Step 2. Take that figure across to the new Level. If a cell there matches exactly, that is your pay. If not, go to the next higher cell.
Rule 13 of the CCS (Revised Pay) Rules, 2016, read with FR 22(I)(a)(1)
Worked example
A clerk in Level 4 drawing ₹29,600 is promoted to Level 5.
| Step | Working |
|---|---|
| Now | Level 4, ₹29,600 |
| Step 1 — one increment in Level 4 | … 28,700 → 29,600 → ₹30,500 |
| Step 2 — carry ₹30,500 into Level 5 | Level 5 cells: 29,200 · 30,100 · 31,000 · 31,900 … |
| ₹30,500 is not a cell there | Take the next higher |
| New pay | ₹31,000 in Level 5 |
1.5 THE OPTION on promotion — worth real money
You get a choice, to be made in writing within ONE MONTH of the promotion. Miss the deadline and it is gone.
| Choice | What happens |
|---|---|
| Option A | Fix my pay from the date of promotion |
| Option B | Fix my pay from my next increment date (1 January or 1 July). From the promotion I am placed in the new Level at the next higher cell; on that date my pay is re-fixed with two increments in the old Level — the annual one and the promotion one — and placed in the new Level |
Why Option B often wins
A teacher in Level 6 at ₹44,900 is promoted to Level 7 on 25 May. His increment date is 1 July.
Option A — fix on 25 May: One increment in Level 6 → ₹46,200 → placed in Level 7 → ₹46,200 from 25 May
Option B — fix on 1 July: From 25 May he is placed in Level 7 at the next higher cell (he does not stay on his Level 6 pay) → on 1 July, two increments in Level 6 — the annual one (₹46,200) and the promotion one (₹47,600) → placed in Level 7 → ₹47,600 from 1 July
Result: for five weeks he may draw less than under Option A, but from 1 July he is one full cell higher for the rest of his career.
THE FULL WORKED CASE — Level 8 to Level 10
Every figure below has been checked against the 7th CPC Pay Matrix.
The facts: an employee in Level 8 drawing ₹70,000 (Cell 14) is promoted to Level 10 on 16 November 2024. His increment date is 1 July.
OPTION 1 — Immediate fixation, on the date of promotion (16/11/2024)
| Date | What happens | Pay |
|---|---|---|
| 16/11/2024 | Basic pay in Level 8 | ₹70,000 |
| 16/11/2024 | Step 1 — one notional increment in Level 8 | ₹72,100 |
| 16/11/2024 | Step 2 — carry ₹72,100 into Level 10. No cell matches → next higher cell → Level 10, Cell 10 | ₹73,200 |
| 01/07/2025 | Next increment (6 months completed on 16/05/2025) | ₹75,400 |
| 01/07/2026 | Annual increment | ₹77,700 |
OPTION 2 — Deferred fixation, on the Date of Next Increment (01/07/2025)
| Date | What happens | Pay |
|---|---|---|
| 16/11/2024 | Initial fixation at the next higher cell in Level 10 → Cell 9 | ₹71,100 |
| 01/07/2025 | Annual increment in Level 8 (₹70,000 → ) | ₹72,100 |
| 01/07/2025 | Notional promotion increment in Level 8 (₹72,100 → ) | ₹74,300 |
| 01/07/2025 | Carry ₹74,300 into Level 10. No cell matches → next higher → Level 10, Cell 11 | ₹75,400 |
| 01/01/2026 | Next increment (6 months completed on 01/01/2026) | ₹77,700 |
| 01/01/2027 | Annual increment | ₹80,000 |
Why Option 2 wins — and it is NOT the obvious reason
Look carefully and you will see something surprising. Both options reach ₹75,400 on 1 July 2025. So where is the gain?
The real gain is that Option 2 moves him off the JULY increment cycle and onto the JANUARY cycle.
Under Option 1 he is fixed on 16/11/2024, completes six months on 16/05/2025, so his increment falls on 1 July — and stays on 1 July for ever. Under Option 2 he is fixed on 01/07/2025, completes six months on 01/01/2026, so his increment falls on 1 January — and stays on 1 January for ever.
From that point on, every single future increment reaches him six months earlier.
| Date | Option 1 | Option 2 | Who is ahead |
|---|---|---|---|
| 16/11/2024 – 30/06/2025 | ₹73,200 | ₹71,100 | Option 1, by ₹2,100 |
| 01/07/2025 – 31/12/2025 | ₹75,400 | ₹75,400 | Level |
| 01/01/2026 – 30/06/2026 | ₹75,400 | ₹77,700 | Option 2 |
| 01/07/2026 – 31/12/2026 | ₹77,700 | ₹77,700 | Level |
| 01/01/2027 onwards | ₹77,700 | ₹80,000 | Option 2 |
The trade-off in one line: Option 1 pays ₹2,100 a month more for about seven and a half months. Option 2 then pays more for every second half-year, permanently — and the advantage compounds into his pension, since pension is worked out on the last ten months' emoluments.
⚠️ Refine the thumb rule with this case. The simple rule — "promotion just before the increment date → Option B" — is a starting point, not a law. What really decides it is which increment cycle you end up on. Work out both columns on paper, project them five years forward, and only then advise the employee. And remember the one-month deadline.
No safe thumb rule. The worked case above was promoted in November, long after his July increment, and the DNI option still won, because it moved him onto the January cycle. Always calculate both options before the one-month deadline.
No option is available on: deputation to an ex-cadre post, ad-hoc appointment, or direct recruitment.
Ad-hoc promotion later regularised: the option runs from the date of the initial ad-hoc promotion, and must be exercised within one month of the regular appointment.
1.6 Other fixation situations
| Situation | Your pay becomes |
|---|---|
| First appointment | The minimum of the Level. Protection: if you previously held the same or an identical scale, your old pay is protected |
| Same responsibility, not higher | The cell equal to your present pay; if none, the next above; if the new minimum is higher, that minimum |
| Lower post at your own request | Capped at the maximum of the lower scale — where that maximum is below your old pay, you draw the maximum (FR 22(I)(a)(3)). No protection above it — that is the price of asking |
| On probation | The minimum (or probationary pay) until confirmed — but if the presumptive pay of the permanent post on which you hold a lien is higher, you draw that (FR 22-B) |
| Back from an ex-cadre post | Fixed only on your presumptive pay in the cadre post — what you drew outside is ignored |
| Pay of your post is changed | Treated as transferred to a new post; you may keep your old pay till your next increment. The option once exercised is final |
1.7 Other points worth carrying
- Doctors and NPA: basic pay plus NPA must not exceed the ceiling prescribed for the revised scale. NPA became 20% of basic pay with effect from 1 July 2017 (it was 25% earlier).
- Military Service Pay (MSP) is not admissible in certain situations set out in the rules.
- Deputation: where a deputation exceeds the normal tenure, special orders govern the pay.
- Additional charge (FR 49): held for more than 45 days and up to 3 months in another office or line, it earns 10% of the presumptive pay of the additional post, beyond 3 months only with DoPT concurrence, and pay plus additional pay may not exceed ₹2,25,000. Current charge of routine duties earns nothing. The "rare and exceptional circumstances" line applies to charge of posts in PSUs and autonomous bodies. Full detail: the FR & SR note.
- Reduction to a lower time-scale as a penalty is governed by Rule 11(vi) of the CCS (CCA) Rules and FR 28/29.
- Attachment of salary by a court: salary can be attached by a court decree, subject to the statutory exempt portion.
- Payment to a claimant in doubt: where there is doubt about the right and title of a claimant, payment is made only against legal authority.
