School Governance, Quality Frameworks & Schemes
SMC, PGI, NAS, Shaala Siddhi, SQAAF, DPEP, SSA and PM POSHAN — the eight governance and quality instruments, with the percentages, points and funding patterns the paper asks for.
HOW THESE EIGHT TOPICS FIT TOGETHER (Read this first)
Do not learn these as eight unrelated items. They fall into three families, and once you see the families you will never mix them up.
Family 1 — Who runs the school? (Governance) → SMC — the community-based body that manages a government school.
Family 2 — How good is the school / system? (Quality measurement) Four tools, each measuring at a different level:
| Tool | What it measures | Level | Who does it |
|---|---|---|---|
| NAS | Student learning outcomes | National / State / District | NCERT |
| PGI | Whole system performance | State & District | Ministry of Education |
| Shaala Siddhi | Individual school performance | School | NIEPA |
| SQAAF | Individual school quality & accreditation | School | NCERT / SCERT / CBSE |
The one-line distinction that scores marks: NAS measures the child, PGI measures the State, Shaala Siddhi and SQAAF measure the school.
Family 3 — What money and support reaches the school? (Schemes) → DPEP (1994) → SSA (2001) → Samagra Shiksha (2018) — the evolution of elementary education funding. → PM POSHAN (2021) — the school meal programme, formerly Mid-Day Meal.
