Special Casual Leave (SCL)

Every purpose with its exact duration — organ donation, blood and apheresis, sports, service associations, disability, the family-planning table — and the 30-day ceiling and the combination rules.

WHAT SCL ACTUALLY IS

Get this right first, because it is itself an examination point.

SCL is NOT "leave" under the CCS (Leave) Rules

Casual leave is "not recognized as leave" under the CCS (Leave) Rules, 1972 — the words are in the Explanation to Rule 11, which also bars combining casual leave with any other kind of leave. Special Casual Leave stands outside the Rules in the same way: it is granted under executive instructions.

What follows from that — three consequences:

Consequence Why it matters
It is NOT debited to any leave account Your EL, HPL and CL balances are untouched
You are NOT treated as absent from duty "Special casual leave is not a recognized form of leave and a Government servant on special casual leave is not treated as absent from duty" — MHA OM No. 46/1/58-Estt.(A), 17 December 1958
It is a CONCESSION, not a right It is granted by executive instruction, and the sanctioning authority may refuse it

The 30-day ceiling

DoPT's organ-donation order of 25 April 2023 refers to "the provision under Appendix-III of the CCS (Leave) Rules 1972 regarding grant of Special Casual Leave not exceeding 30 days in any one calendar year" — the general ceiling.

The detailed entitlements come from DoPT and MHA Office Memoranda issued from time to time — which is why they change without the Rules themselves being amended, and why many printed books are out of date.

The combination rule

SCL may be combined with CASUAL LEAVE, or with REGULAR LEAVE (EL, HPL and so on). But casual leave may NOT be added where SCL is already combined with regular leave — never all three together (OM No. 46/8/67-Estt.(A), 22 July 1967).

Q26

Assertion (A): A woman teacher hospitalised for complications after a tubectomy may get SCL for her hospital stay. Reason (R): Since 2008, no SCL is admissible for complications that do not need hospitalisation. Select the correct code:

  1. (a) Both A and R are true, and R is the correct explanation of A
  2. (b) Both A and R are true, but R is not the correct explanation of A
  3. (c) A is true, but R is false
  4. (d) A is false, but R is true
Answer (b).

Both are true. Complications with hospitalisation still earn SCL for the hospital stay; since the 2008 revision, complications without hospitalisation earn no SCL, and the employee takes commuted leave if necessary. But R describes only the case without hospitalisation; it does not explain why the hospital stay earns SCL. (a) R concerns the case without hospitalisation, so it cannot explain A; (c) R is true — the 2008 order abolished SCL for complications without hospitalisation; (d) A is true — complications with hospitalisation earn SCL for the hospital stay.

Q15

Consider the following statements about SCL for sport: 1. Commentators on AIR or Doordarshan for national events get up to 10 days a year. 2. Inter-Ministerial or inter-Departmental tournaments earn up to 10 days a year. 3. All sporting SCL shares one overall limit of 30 days in a calendar year. Which of the statements given above are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Answer (b).

Inter-Ministerial or inter-Departmental tournaments earn up to 10 days a year, and the sporting purposes share one overall limit of 30 days of SCL in a calendar year (OM No. 28016/2/84-Estt.(A), 11 April 1985) — statements 2 and 3. Statement 1 is wrong: coaching or administration of teams for national or international events, and commentators on AIR or Doordarshan, get up to 30 days a year. (a) it includes the false statement 1 and leaves out statement 3; (c) it includes the false statement 1 and leaves out statement 2; (d) it includes the false statement 1.

Q23

Consider the following statements about SCL for a woman employee: 1. Her first tubectomy earns 10 working days. 2. Salpingectomy after MTP earns 10 working days even if she avails six weeks' maternity leave under Rule 43. 3. A second tubectomy earns another 10 working days. Which of the statements given above are correct?

  1. (a) 1 and 2 only
  2. (b) 2 and 3 only
  3. (c) 1 and 3 only
  4. (d) 1, 2 and 3
Answer (c).

A woman employee gets 10 working days for tubectomy, puerperal or non-puerperal (including the laparoscopic method), and another 10 working days for a second tubectomy — statements 1 and 3. Statement 2 is wrong: salpingectomy after Medical Termination of Pregnancy earns 10 working days, but not if six weeks' maternity leave under Rule 43 is availed. (a) it includes the false statement 2 and leaves out statement 3; (b) it includes the false statement 2 and leaves out statement 1; (d) it includes the false statement 2.
