The Story: How It Grew

Year What happened
1994-95 DISE — District Information System for Education — started under the District Primary Education Programme (DPEP). It covered only primary schools. Housed at NIEPA, New Delhi
2000 onwards Expanded with Sarva Shiksha Abhiyan to cover the whole elementary stage
2012-13 DISE (elementary) and SEMIS (secondary) were merged into one system — UDISE, "Unified DISE". A single Data Capture Format, one offline software, one data-entry point, one nodal officer for SSA and RMSA. UDISE acquired the status of Official Statistics
2018-19 Management moved from NIEPA to the Department of School Education & Literacy, Ministry of Education, with NIC providing the technology. Renamed UDISE+. The system went fully online and real-time, replacing paper forms
1 July 2021 The first UDISE+ report (for 2019-20) was released
2022-23 The biggest methodological change — the system moved from school-wise consolidated data to individual student-wise data
2024-25 Report released 28 August 2025 — teachers crossed 1 crore for the first time
2025-26 Report released 7 July 2026, in both the existing and the NEP 2020 stage formats — 1,02,73,020 teachers, overall PTR 24:1

A small fact that gets asked: the report for 2018-19 was never published — it is the only year between 2005-06 and 2020-21 for which no report exists.

Why DISE was needed in the first place: before it, educational statistics suffered from a shortage of qualified staff, multiple overlapping questionnaires, deliberate non-response and wilful mis-reporting, and long delays in collection and printing.
