Where candidates lose marks on this

  1. Treating HECI as an existing regulator. It is a pending Bill, renamed the Viksit Bharat Shiksha Adhishthan Bill, 2025, with three Councils (not four verticals) and no funding vertical. UGC, AICTE and NCTE all still regulate.
  2. Calling the research body "NRF." Its statutory name is the Anusandhan National Research Foundation (ANRF), created by the ANRF Act, 2023, which repealed the SERB Act, 2008 — not the UGC Act.
  3. Quoting 26.3% as the current higher-education GER. That is the policy's own 2018 baseline; the current figure is 30.0% (AISHE 2023-24).
  4. Believing PARAKH is "only a proposal." It was established on 8 February 2023 and has already run Rashtriya Sarvekshan 2024 — it is a real, functioning body, not a paragraph.
  5. Assuming NPST and NCFTE arrived on the policy's own timetable. NPST's 2022 target slipped to a 2023 Guiding Document of uncertain binding force; NCFTE's 2021 target slipped to NCFTE 2023.
  6. Confusing MERU (not rolled out) with ABC / the 4-year UG structure / M.Phil. discontinuation (all genuinely enacted, with dated regulations). Higher-education reform is not uniformly real or uniformly unreal — each item must be checked on its own.
  7. Merging NHERC's medical-and-legal exclusion (built into the policy from day one) with the funding vertical's disappearance (a later change, only visible in the 2025 Bill). One is continuity; the other is a genuine dilution.
  8. Confusing the Cabinet decision (29 July 2020) to rename MHRD with the Gazette notification (17 August 2020) that actually amended the Allocation of Business Rules and made the rename legally operative.
  9. Treating the 2026 NTA/NEET crisis and Pralhad Joshi's additional charge of the Education Ministry as a fact about NEP 2020's text — and, separately, reading "additional charge" as "appointed Minister", which it is not. It is current affairs, fourteen years downstream of the policy's one calm paragraph on a common university entrance test.
  10. Delhi slips: assuming DBSE is expanding (it is closing, its schools moving to CBSE); confusing CM SHRI (Delhi's own 75-school scheme, notified 26 September 2025) with the Centre's PM SHRI; and assuming the Delhi government in office today is the one that created DBSE in 2021 (it changed in February 2025).
